This behavior change is in the 2022_06 bundle. The bundle was first introduced disabled by default in the 6.29 release.

Due to an internal system error, some permanent tables are not billed for storage for fail-safe bytes. Specifically, if a transient table is created as a clone of a permanent table, and the permanent table is subsequently dropped, Snowflake does not bill for fail-safe storage of the permanent table.
Billing for fail-safe has changed as follows:
